Title

Discussion/Direction: Colorado Department of Transportation Mobility Hub in Castle Rock Study

Body

Executive Summary

The Colorado Department of Transportation (CDOT) will present an overview of their mobility hub evaluation that is currently underway. This item is for discussion and feedback purposes. CDOT has recently begun a new study to look at a potential Bustang mobility hub for Castle Rock. Bustang is an interregional express bus service operated by CDOT along major transportation corridors in the State since 2015.

Currently, Bustang operates along the I-70 corridor (Glenwood Springs to Denver), the north I-25 corridor (Fort Collins to Denver), and the south I-25 corridor (Colorado Springs to Denver). Along the south I-25 corridor, there are three stops in Colorado Springs, one in Monument, one in Lone Tree, and eight in Denver, see the service map in Attachment A and Attachment B for the Statewide service map. CDOT is currently exploring opportunities to expand service to communities that do not have service, including Castle Rock. The stop in Town would be considered a mobility hub. A mobility hub is defined as the focal point in the transportation network that integrates multiple modes of transportation, such as vehicles, bicycles, walking, and other transit services to make it easier for people to reach their destination. Mobility hubs are also envisioned with supportive infrastructure, including park-n-ride lots, real-time passenger information, and located in mixed land use settings to create activity centers.

The intent of this study is to examine three potential locations within the Town for the mobility hub. These locations include, Walker Ranch/Pine Canyon property, the I- 25/Wolfensberger interchange, and near the Brickyard proposed development. At the end of the study a preferred location will be selected based on criteria established during the study.

History of Past Town Council, Boards and Commissions

The Castle Rock Bustang Mobility Hub would be a new facility in Town to serve commuters and the general public traveling north and south along I-25. During a previous Council meeting in April 2024, Councilmembers invited CDOT staff to a future Council meeting to discuss the idea of locating a Bustang mobility hub in Town. CDOT staff is now ready to collect feedback from Town Council regarding the Castle Rock mobility hub.

Schedule

CDOT recently contracted with RS&H Consulting to perform the study. It is expected to be completed in 2025.

Budget Impact

There are no anticipated financial impacts to the Town other than Staff time to participate in the study.
