Executive Summary

 

The purpose of this agenda item is to provide the Parks and Recreation Commission with an update on recent amendments to the Castle Rock Municipal Code related to Town board and commission membership, absences, term limits, and meeting procedures. The ordinance was approved by Town Council on second reading on February 3, 2026. These updates are intended to provide clarity, improve consistency across all boards and commissions, and modernize existing code language. The amendments apply broadly to all Town boards and commissions, including the Parks and Recreation Commission.

 

The ordinance clarifies residency requirements, attendance provisions, and term limits. Members continue to be appointed by majority vote of Town Council and serve at the pleasure of Town Council. The updated language clarifies that members must reside within the Town of Castle Rock, unless otherwise specifically exempted, and that discontinuance of required residency results in termination of membership.

 

The ordinance also updates attendance thresholds and establishes an overall attendance cap. The Code now provides that a board or commission member may not have absences in excess of 26 percent of the total meetings held during the immediately preceding twelve-month period, which equates to no more than three absences in a rolling twelve-month period.

 

The ordinance further clarifies meeting procedures, including a notable change related to remote attendance. The revised language provides that remote attendance and participation by board and commission members and the public shall not be permitted unless Town Council adopts a formal policy authorizing such participation for a specific board or commission.

 

The amendments change standard board and commission term lengths from two years to three years, unless otherwise specifically provided. In general, members may now serve up to two consecutive three-year terms. Certain boards have specific exceptions; however, the Parks and Recreation Commission will follow the general rule unless otherwise amended in the future.

 

Other updates within the ordinance modify meeting frequency requirements for certain boards, allowing meetings to be held as needed rather than at fixed minimum monthly or quarterly intervals. These changes do not directly alter the Parks and Recreation Commission’s meeting schedule at this time.

 

No action is required from the Commission. This item is presented for informational purposes to ensure members are aware of the updated requirements governing board service. Staff will continue to support the Commission in maintaining compliance with the Municipal Code.
